Each year, the US Army Corps of Engineers (USACE) deploys hundreds of its trained personnel and resources across the United States and its territories to respond to emergencies and aid in disaster response and recovery.  Under the National Response Framework (NRF) and authorities of the Stafford Act; USACE works under the direction of FEMA as a member of the federal team to support State and Local governments in responding to major disasters.  USACE also has its own authority to directly respond to State and Local needs related to flooding or coastal emergencies under Public Law 84-99.

Jim Marple serves as the Emergency Manager for the Little Rock District’s Emergency Management Office. He has served in this position since August 2020. He is responsible for the preparedness of the district’s natural disaster response plans and operations, the National Emergency Preparedness Program, and Field Force Engineering Programs. Jim’s role as the Emergency Manager includes coordination of Dam Safety table-top exercises and Emergency Action Plans, Crisis Action Team trainings and exercises, Continuity of Operations planning, New Madrid Earthquake planning and Cascadia Earthquake planning. He has deployed to a number of national level disaster events, providing support to FEMA.

Recent examples include Hurricane Maria, Hurricane Irma, Hurricane Katrina, Hurricane Rita, several Arkansas Floods, and Arkansas Winter Storms. Since 2010, Jim has served as the District Liaison to the Arkansas Division of Emergency Management for the 2009 Ice Storm, 2011/2015/2016/2017 Flood events, and 2013 Winter Storm providing response coordination between the State, USACE and FEMA. Jim was the acting SWL Emergency Manager during the historic 2019 Arkansas River flood event. He manages the SWL Temporary Roofing Team coordinating the staffing, training and deployment of fifty team members. Jim also is responsible for training and management of the Base Design Team providing engineering capability that allows Department of Defense (DoD) personnel deployed worldwide to talk directly with experts in the United States when a problem in the field needs quick resolution.

Jim has served on the USACE ESF-3 Local Government Liaison Cadre and currently as an ESF-3 Assistant Team Leader (ATL). In those roles, he has trained for deployments to national level disaster events, providing support to FEMA, and assisting in the coordination and management of the USACE response. Jim also deployed to Afghanistan in 2009 as a Master Planner for the SWL FEST-A developing new base camps. In 2007 and 2008, Jim served as a Project Manager in Iraq overseeing MILCON, Security & Justice and Water Sector projects. In 2013, Jim joined the USACE Civil Military Emergency Preparedness (CMEP) Program. Jim received a Bachelor of Science degree in Public Administration from University of Central Arkansas in 1999.
